e-Governance is the use of ICT by different sections of the society aiming to improve
information and service delivery, encourage citizen participation and make government
more accountable, transparent and cost effective. The Govt. of India has launched
the National e-Governance Plan (NeGP) to transform governance into e-Governance.
The NeGP comprises of three core components for

supporting e-Governance initiatives as follows:
• State Data Centre (SDC)
• State Wide Area Networks (SWAN)
• Common Service Centre (CSC)
AISECT is a leading Service Centre Agency of Central India implementing e-Governance
CSC project in the states of Madhya Pradesh and Chhattisgarh. AISECT is setting
up 2926 CSCs in Madhya Pradesh and 1487 CSCs in Chhattisgarh.
AISECT Head Office has established separate project teams for M.P. and C.G. at State
level and district levels for implementation of the project. The advertisement,
publicity and awareness campaigns are designed and launched by the Head Office.
Comprehensive VLE Training Structure (T1 to T6) is conducted from state level to
block level for capacity building of the VLEs in phases. Tie-ups with various Service
Providers are also done by the Head Office at national level for the entire network.
CSC Project Madhya Pradesh
AISECT is the implementer of the Common Service Centre Project in the maximum possible
three divisions of Madhya Pradesh. The most remote and difficult 15 districts of
Rewa, Sagar and Chambal regions were allotted to AISECT with a mandate of setting-up
2926 CSCs in the 15 districts out of which 2622 CSCs have been established by upto
Jan 2010 (one of the leading SCA in achieving target). The bouquet of services offered
at AISECT CSCs is of two categories as follows:

• AISECT Educational Programmes and IGNOU courses at all AISECT CSCS
• Popular B2C Services like Digital Photography, Audio/Video Titling, DTP at all

• Financial Inclusion: Banking Services with SBI as BF and BC
• Financial Inclusion: Insurance Services with LIC and United India Insurance

CSC Project Chhattisgarh
AISECT is the implementer of the Common Service Centre Project in two divisions
of Chhattisgarh. AISECT has the mandate of setting-up 1487 CSCs in the 7 districts
of Korba and Durg out of which 809 CSCs have been established upto Jan 2010. The
bouquet of services offered at AISECT CSCs of Chhattisgarh is the same as Madhya
Pradesh as follows:

Service Centre Agency (SCA)
SCAs are setting up service delivery channels and providing secure and safe Government-to-Citizen
(G2C), Business-to-Citizen (B2C) and Citizen-to-Citizen (C2C) services through the
network of CSCs allocated to them. The SCA can be a private sector agency, a PSU,
an SME, a training institute, an NGO or a co-operative.
SCA selection through CSC Bidding
The State Govt. Designated Agency (SDA) like Madhya Pradesh State Electronics Development
Corporation Ltd. (MPSEDC), issues the Request for Proposal (RFP) by the process
of open tender. The tenders are evaluated in three phases: Pre Qualification Bids,
Technical Bids and Financial Bids to select an SCA for implementing CSC Project.
AISECT has been selected as SCA in the States of Madhya Pradesh for three zones
and Chhattisgarh for two zones to implement the Common Service Centre Project. The
